ADMINISTRATIVE ORDER NO. 02

SUBJECT : DECLARING THE PROVINCES OF CAVITE, LAGUNA, BATANGAS, QUEZON, AND BASILAN AS AREAS INFESTED BY THE COCONUT SCALE INSECT ASPIDIOTUS RIGIDUS, AND PLACING THESE AREAS UNDER QUARANTINE
WHEREAS, Executive Order No. 169, Series of 2014 entitled “Establishing Emergency Measures to Control and Manage the Spread and Damage of Aspidiotus rigidus in the Philippines and Designating the Philippine Coconut Authority as the Lead Agency for the Purpose”was promulgated to check, control, and contain the increase and spread of invasive scale insect, Aspidiotus rigidus, in coconut plantations in some areas in the country.
WHEREAS, to ensure the preservation and development of the coconut industry, there is a need to identify and declare the outbreak areas to put in place immediate and comprehensive measures to effectively control, manage and eventually eradicate the coconut scale insect infestation;
WHEREAS, Executive Order No. 169, Series of 2014, declared Philippine Coconut Authority (PCA), as the lead agency in the nationwide effort to control and contain the scale infestation in the country.
NOW THEREFORE, premises considered, pursuant to the provisions of Executive Order 169, Series of 2014, the Governing Board of the Philippine Coconut Authority hereby adopt and promulgate this Order, as follows:
Section 1. Quarantine of CSI Infested Areas. The provinces of Cavite, Laguna, Batangas, Quezon, and Basilan that are infested by Coconut Scale Insect, Aspidiotus Rigidus, are hereby declared under quarantine.
Section 2. Prohibited Acts. No coconut leaves or fronds, young coconut and other raw or unprocessed or untreated coconut products, coco seedlings, and seedlings of host or vector plants of scale insects shall be transported outside of barangays, municipalities or provinces declared under quarantine, subject to the provisions of the Implementing Rules and Regulations of Executive Order No. 169, Series of 2014.
Section 3. Investigation and Apprehension of Violators.Duly deputized personnel of PCA, the Philippine National Police (PNP), and other law enforcement offices shall have the power to investigate and apprehend those caught violating the quarantine measures, including the authority to confiscateunprocessed or untreated parts of coconut, coco seedlings and seednuts, and other hosts or vector plantsof scale insects.
Section 4. Effectivity. This Order shall take effect after five (5) days following its publication in a newspaper of general circulation.
